Editor's Note

 

A subject I intend to pursue next year is art education. Many of you know that the school districts in the U.S. have had some real financial problems brought on by the Bush administration's "No Child Left Behind" good intentions program, the economy going down and standards requirements that do little to support art and music in the schools. I am NOT an expert on the subject by any means, but I can sense the trend of it at least here in Colorado.

 

Another trend that worries school districts mightily, is the loss in student enrollment. I was recently told that two thirds of the school districts in Colorado face loss of students to home schooling and charter schools. Whether that statistic is true or not and whatever the merits of those two schooling programs are, it remains that it is a drain on many  school district finances which translates into tight budgets that impact arts education.

 

Here is a novel solution suggested by a school district board and school superintendent.  Have the local arts community come to the school district to dialog on how to keep the high level of art and music programs, but also to enhance the programs in some manner to the level that families in and out of the area would come to the K-12 schools because of the arts programs it offers. What a concept. If it caught on in all school districts in Colorado, it may raise the reputation of public schools in Colorado so that people would immigrate here from other states. And of course that's another problem!

Update from the Colorado Alliance for Arts Education

 

Colorado School Tops Nation in Arts Education

 

The Colorado Alliance for Arts Education is pleased to announce that the Aspen Community School, in Woody Creek, CO, has received the Kennedy Center's Creative Ticket National School of Distinction Award for the 2003-2004 school year. This award is given each year to only five schools in the United States. Winning schools demonstrate excellence in making the arts an integral part of their studentsÕ education.

 

 Over the past six years, five schools in Colorado have received this prestigious award from the Kennedy Center. Only California has had an equal number of recognitions.

 

Way to go, Aspen Community School!! We congratulate you on this outstanding achievement.

Impact of the Arts

 

Have you heard the stats about the HUGE economic impact that the arts have on the entire state of Colorado? HereÕs a sample:

 

      * "Metro Denver cultural institutions pumped nearly $500 million in 'new' money into the local economy last year." Denver Post, 10/7/04

 

     * The arts industry in Chaffee County has nearly a million dollars in direct economic impact on the Western Slope. Arts for Colorado Impact Study, 2003

MA in Community Arts

 

The MA in Community Arts, administered by Maryland Institute College of Art's nationally recognized Center for Art Education, provides a unique credential for visual artists who wish to pursue a career in art-based youth and community development. Graduates emerge with insights, skills, and experience that enable them to be effective community arts professionals.    

 

 The 36-credit master's program, spanning two summers and one academic year, is grounded in the principles of social justice. Students investigate the relationship of the citizen artist and art to community building through dialogue with community members, leaders in government and nonprofit organizations, and professional community artists. Real-world experiences are supported by classroom study of community arts theory and practice.  These investigations

 prepare students to develop proposals for and implement their own community arts projects.  Throughout the program, students continue to create their own community-based artwork.

 

 During the academic year, students are placed as resident artists with community organizations, where they work with community leaders to:

 

 *   Conceive, implement, and manage projects and programs that engage 

      children, youth, and adults in meaningful art experiences.

 

 *   Design and implement projects and events that support community 

       initiatives.

 

 *   Document and assess the effectiveness of their projects in meeting

       community interests.

 

 *   Gain hands-on experience in fundraising, curriculum planning, and

       arts management. 

 

 Students complete 9 credits in the first summer, 9 credits each semester during the academic year, and 9 credits in the final summer.

Colorado Council on the Arts Budget, Long Range Planning --

 

While many of us are still pondering the immediate impact of the national election, the Fiscal Year 2006 budget cycle for Colorado has already begun. Governor Owens has released his budget request for Fiscal Year 2006 to the Joint Budget Committee, which will now hold hearings with every state agency to determine the JBC's final budget recommendation to the full legislature. The Governor's request included $500,000 for the Colorado Council on the Arts, which constitutes the same level of state funding as the current year, but again falls short of matching our $637,500 federal grant from the NEA. Our budget hearing before the JBC is tentatively scheduled for the afternoon of Monday, November 29, 2004. We invite the arts community to attend. The legislature starts its session in January.

 

On another topic, the Council's Strategic Planning Committee has been meeting to discuss recommendations from last year's Task Force and to propose a new long range plan for the Council. At our next council meeting on December 10, 2004, the committee will recommend a new mission statement and guiding principles, as well as specific program objectives that will focus our resources as we determine future grant programs and services. We will also be launching a new logo and tag line that better captures the message that the state's arts and cultural resources play an important role in the cultural, educational and economic growth of Colorado.
